Ensuring the protection and promotion of human rights is vital for the comprehensive development of an individual's personality. Academic advancement is best achieved in an environment where justice and fairness are guaranteed. In line with UGC directives, Government General Degree College, Mohanpur has established a Grievance Redressal Cell (GRC-GGDCM). The GRC-GGDCM is dedicated to addressing and resolving the concerns of students and parents.

Objectives

The primary aim of the GRC-GGDC is to foster an accessible and accountable attitude among staff members to maintain campus harmony. The specific objectives are:

  1. To create a structured approach for resolving student grievances.
  2. To support students who are unjustly denied the services and benefits they are entitled to by the College.
  3. To ensure that staff members are responsive, accountable, and respectful in their interactions with students.
  4. To provide prompt and fair resolution of student grievances in a non-discriminatory manner.

Exclusions

The GRC-GGDC will not handle the following issues:

  1. Decisions made by the academic or administrative committees.
  2. Decisions related to scholarships, fee concessions, awards, or medals.
  3. Matters concerning discipline rules and misconduct.
  4. Complaints about semester examinations should be directed to the Controller of Examinations; only if unresolved should they be taken to the GRC-GGDCM.
  5. Complaints of sexual harassment should be directed to the Internal Complaints Committee (ICC).
  6. Disputes between students are outside the scope of the GRC-GGDCM.
  7. Complaints regarding college rules on decorum and behavior, as detailed in the college calendar, are not entertained, as adherence to these rules is a condition of admission.

Grievance Procedure

The grievance procedure is designed to address concerns of students who feel they have been treated unfairly or discriminated against in their academic or administrative interactions. The process includes three levels:

LEVEL I - Class Teacher or Mentor

Students should first address grievances at the departmental level with their class teacher or mentor. A record of the grievance and its resolution should be kept in the class teacher's file or mentor-mentee book. If the student is not satisfied, they may escalate the issue to the Department Grievance Redressal Committee (D-GRC).

LEVEL II - Department Grievance Redressal Committee (D-GRC)

The D-GRC comprises the head of the department, a senior teacher, and the class teacher. The department should document complaints received, resolved, and those forwarded to the GRC-GGDCM. Issues should be resolved promptly, ideally within 3 days, with special attention to deadlines to prevent missed opportunities for students.

LEVEL III - GRC-GGDC

Unresolved grievances from the departmental level are forwarded to the GRC-GGDCM. Complaints must be submitted in writing and include the complainant’s name, phone number, and address. Anonymous or inaccurately addressed complaints will not be considered. The complaint should be submitted to any GRC-GGDCM member, whose details are available in the college calendar and website. The member will notify the convener, who will then convene the GRC-GGDCM to review and address the complaint.
