Anti-Ragging Cell

In compliance with Supreme Court judgements, UGC guidelines, and State Government directives, Government General Degree College, Mohanpur adheres to a strict ‘Zero-Tolerance Policy’ regarding ragging. Any student found guilty of ragging will face severe consequences as stipulated by law.

Ragging has devastated numerous lives and careers. It is defined as any action that undermines or is perceived to undermine an individual student’s dignity. Ragging is entirely prohibited on campus, and those found guilty of engaging in or aiding in ragging will be penalized, as it is considered a criminal offence. Government General Degree College, Mohanpur is committed to stringent enforcement to prevent ragging.

Vision

To establish a ragging-free environment by promoting democratic values, tolerance, empathy, compassion, and sensitivity, thereby fostering responsible citizenship among students.

Mission

To create a disciplined atmosphere by conveying a clear message that ragging is unacceptable within the college premises.

Objectives

  1. To prohibit any behaviour by students that involves teasing, mistreating, or handling with rudeness towards freshers or any other students.
  2. To raise awareness among students about the severe consequences of ragging.
  3. To maintain continuous vigilance to prevent incidents of ragging.
  4. To address any ragging-related issues promptly and take action as recommended by the committee.
  5. To conduct Anti-Ragging Cell meetings regularly.

Anti-Ragging Policy

As per the UGC Regulation on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, ragging includes:

  1. Any conduct by students, whether verbal or written, or any act that results in teasing, mistreating, or handling with rudeness a fresher or any other student.
  2. Engaging in unruly or undisciplined activities that cause or are likely to cause annoyance, hardship, physical or psychological harm, or fear to any fresher or student.
  3. Coercing any student into performing acts that they would not normally do, leading to a sense of shame, torment, or embarrassment.
  4. Any act by senior students that disrupts or interrupts the regular academic activities of any student or fresher.
  5. Exploiting the services of a fresher or any other student for completing academic tasks.
  6. Financial extortion or imposition of undue expenses on freshers or other students.
  7. Physical abuse, including all forms of sexual abuse, stripping, lewd acts, or any other harm to health or person.
  8. Verbal or written abuse, including insults or deriving pleasure from causing distress to a fresher or any other student.
  9. Physical or mental abuse targeting students based on colour, race, religion, caste, ethnicity, gender (including transgender), sexual orientation, appearance, nationality, regional origins, linguistic identity, place of birth, residence, or economic background.

Punishments

According to the UGC Regulation on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, the following punishments may be imposed based on the nature and severity of the offence:

  1. Warning or writing an apology letter.
  2. Suspension from attending classes and academic privileges.
  3. Withholding or withdrawing scholarships, fellowships, and other benefits.
  4. Debarring from appearing in tests, examinations, or other evaluation processes.
  5. Withholding examination results.
  6. Debarring from representing the institution in various events.
  7. Suspension or expulsion from the hostel.
  8. Cancellation of admission.
  9. Rustication from the institution for one to four semesters.
  10. Expulsion from the institution and a ban on admission to other institutions for a specified period.

Powers and Functions of the Anti-Ragging Cell

  1. To uphold and adhere to the Supreme Court’s directives and monitor any acts of ragging.
  2. To disseminate information about existing directives and the potential actions against those involved in ragging.
  3. To review complaints, conduct inquiries, and report findings to the Anti-Ragging Committee, including recommended punishments.
  4. To oversee the process of obtaining undertakings from students as per regulations.
  5. To organise workshops and awareness programs to combat ragging.
  6. To provide contact information for individuals handling complaints and distress calls.
  7. To offer counselling services and create awareness among students.
  8. To implement all necessary measures for the prevention of ragging within the campus.
